KAIUNJI 海雲寺
These are "HEIZO JIZO statues "(平蔵地蔵).
There are statues(JIZO) of a man named HEIZO in KAIUNJI temple. He was homeless. He found a wallet and
returned it to the owner. The owner wanted to give him a reward, but he declined it.
After that he was killed by his homeless companions who thought It was possible for them to share the money he had found alternatively. the reward could have been shared by everyone. But he dgidn't do both.
They killed HEIZO.
The owner heard this story and he built JIZOs status in memory of Heizo.
I thought "Clothes do not make the man. Fine clothes make not a gentleman(ボロは着てても、心は錦)".
There are other ideas "Finders keepers, losers weepers."
